On September 27, "2023 Hubei Foreign Experts Mid-Autumn Festival Activity" was held in China Optics Valley Human Resources Service Industrial Park. The activity was sponsored by Hubei Provincial Science and Technology Department (Hubei Foreign Experts Bureau) and organized by Hubei Foreign Science and Technology Exchange Center and Hubei International Talent Exchange Association. Prof. Ignacio de la Rasilla, One Thousand Talents Plan Professor, Han Depei Chair in International Law, Chief Expert, Wuhan Academy of International Law and Global Governance, （National Top Think Tank）China, and founding editor-in-chief of Chinese Journal of Transnational Law (SAGE Publishing House, Chinese Journal of Transnational Law), was invited to participate in this activity.

  Accompanied by the leaders of the Provincial Science and Technology Department, Prof. Ignacio de la Rasilla and other foreign experts visited the Optics Valley Talent Group Center City Showroom, Optics Valley Building, China Architecture Science and Technology Museum, Silicon Valley Town Science and Technology Park and other places. Detailed understanding of the development achievements of China's Optics Valley, talent policy and Wuhan New City latest planning, and appreciate the unique charm of traditional Chinese cultural architectural style, the Optics Valley Industrial Park, the integration of industry, academia and research development prospects are very optimistic. Wu Jun, deputy director of the Provincial Science and Technology Department, sent his sincere greetings and festive blessings to Prof. Ignacio de la Rasilla and other foreign experts working in Hubei, thanked them for their outstanding contributions to the economic and social development of Hubei, and encouraged them to continue to contribute to Hubei's innovative development and international cooperation by giving advice and suggestions.

  In recent years, Wuhan University School of Law has actively implemented the strategy of strengthening the school with talents and introduced Prof. Ignacio de la Rasilla, a well-known foreign expert. Prof. Ignacio de la Rasilla has brought the first-hand and the most advanced knowledge of international law to Wuhan University, so that students can learn the most advanced knowledge of international law without going out of the country. This provides strong support for Wuhan University's efforts to build a world-class university. During the Covid-19 epidemic, Prof. Ignacio de la Rasilla still chose to stay in China, sticking to his post and completing the online teaching task with high quality while doing good research. More notably, in 2021, Prof. Ignacio de la Rasilla published a solo book International Law and History. Modern Interfaces in Cambridge University Press, in the title page of which he wrote: "To the white angels of Wuhan and elsewhere ". Prof. Huang Zhixiong, Vice Dean of the Law School of Wuhan University, kindly praised him as a "contemporary Bai Qiu'en", building bridges between China and Europe and between Chinese international law and the world.
